Since 9/3/2023, the Paid Leave Oregon Plan has been available to eligible Clackamas ESD employees. This letter serves as a 30-day notification that CESD is changing its Paid Leave Oregon processor to American Fidelity.
When is change effective?
Effective 4/1/2026, Clackamas ESD will move from the State of Oregon Paid Leave Oregon Plan to the American Fidelity Paid Leave Oregon Plan. This change has been reviewed by our board and approved by the State of Oregon.
Why is this changing?
American Fidelity was able to match the State of Oregon’s rates for this program. Employee contributions are capped by statute at .6% of earnings. Any costs greater than .6% are paid by CESD. The State of Oregon Plan is limited to 1% for 2026; .6% charged to the employee and .4% charged to the employer. We will continue to be part of a large pool like the State of Oregon plan.
Are there differences in the amounts paid between American Fidelity and the State of Oregon Paid Leave Oregon plan?
No, both plans utilize the same calculation for benefits.
What if I have a current claim in process?
If your claim begins before 3/31/2026, The State of Oregon will be responsible for paying your claim through 3/31/2026. You WILL need to apply through American Fidelity for coverage after April 1, 2026. What if I have a planned procedure in late April 2026?
