Student Services

The Student Success Act of 2019 created the potential to dramatically improve the equity of the state’s K–12 education system by significantly investing in programs that support historically underserved students and improve all students’ mental health. Each district has written a plan that has been approved by their local school boards and the Oregon Department of Education to utilize the SSA funds allocated to them. These specific plans are incorporated into a larger Integrated Plan inclusive of several other improvement initiatives and funding streams.

Clackamas ESD is familiar with all of the plans in our region, and our SSA Comprehensive Support Plan is designed specifically to support our component districts in successful implementation of their plans. We collaborate closely with our district colleagues to provide technical assistance in meeting their expanded educational goals.

Regional implementation of systems, programs, and services that promote student social emotional wellbeing and mental health with particular focus on students who have been historically underserved in the education system.

Strategy 1: Social emotional well-being and mental health focused consultation and professional service.

Activities may include, but are not limited to:

  • Regional training, support and coordination for Flight Team crisis response
  • Regional consultation and coaching for effective implementation of Adi’s Act Suicide Prevention
  • Regional consultation and coaching for effective implementation of Every Student Belongs
  • Translation and Interpretations consultation and services through Linguava
  • Community and family engagement consultation/coaching
  • Student engagement and attendance consultation/coaching
  • Consultation on use of an equity lens to review policies, programs and practices
  • Liaise with county providers and organizations to assist in coordinated supports
  • Related on-demand consultation as requested
  • Provide regional advocacy and the K-12 perspective in a variety of settings with community partners:
    • Tri-county Systems of Care (CESD staff Member of Executive Council)
    • Coalition of Suicide Prevention ○ Regional Behavioral Safety Assessment Team (Level 1 and 2)
    • Clackamas County Youth Prevention Collaborative
    • Association of Oregon Community Mental Health Programs: Alliance for Schools
    • Clackamas County McKinney Vento Liaison Network
Strategy 2: Social emotional well-being and mental health focused professional learning opportunities.

Activities may include, but are not limited to:

  • Organize and facilitate both digital and onsite trainings, including those intended to build in-district training capacity. These trainings will include:
    • QPR and QPR+ Suicide Prevention Trainings
    • YouthSave Trainings
    • ASIST Suicide Prevention Tainings (2 day In-depth for counselors)
    • Regional Flight Team Training
    • SafeTalk Training
  • Provide full access to 321 Insights Trauma Informed Professional Learning Series for all staff in all districts
  • Ongoing and differentiated learning opportunities for classified staff related to creating safe and inclusive learning environments
  • Training on the Oregon SEL framework and standards
  • Related on-demand professional Learning opportunities as requested
Strategy 3: Social emotional well-being and mental health focused collaboration opportunities.

Activities may include, but are not limited to:

  • Host and facilitate monthly community of practice meetings for school counselors
  • Host and facilitate monthly community of practice meetings for school social workers
  • Host and facilitate regional crisis response meetings for district flight team members
  • Host Social Emotional Network meetings (In collaboration with SEL4OR who facilitates the sessions)
  • Host Regional Forums related to Student Mental Health and Safety
  • Co-Host Regional McKinney Vento Liaison Network with Clackamas County Youth Housing Coordinator
  • Designing an ongoing regional youth advisory group to create space for student voice in the county
Strategy 4: Social emotional well-being and mental health focused support for the systematic use of data in planning and decision making aligned with stated outcomes.

Activities may include, but are not limited to:

Regional implementation of systems, programs, and services that promote student physical health, safety, and well being with particular focus on students who have been historically underserved in the education system

Strategy 1: Student Health and Safety focused consultation professional service.

Activities may include, but are not limited to:

  • Regional support for Behavioral Safety Assessment processes
  • Translation and Interpretations consultation and services through Linguava
  • Development of Resource Library to support school nurses and health assistants in partnership with the Oregon School Nurses Association.
  • Coordinate a lending library that provides training tools and resources to help school nurses meet the demands for training paraprofessionals and others in their individual schools.
  • Provide regional advocacy and the K-12 perspective in a variety of settings with community partners:
  • Regional consultation and coaching for effective implementation of Adi’s Act Suicide Prevention
  • Regional consultation and coaching for effective implementation of Every Student Belongs-Specifically Bias Incident response protocols
  • Regional consultation related to sexual incident response
  • Related on-demand consultation as requested

  • Ongoing professional learning support for the Behavioral Safety Assessment Process
  • Professional learning focused on Every Student Belongs-Specifically Bias Incident response protocols
  • Organize and facilitate trainings available to unlicensed health assistants from all districts
    • Epi Pen Training
    • Glucagon Training
    • Medication Administration Training
    • Diabetes Overview
    • Narcan Administration Training
    • CPR and Stop the Bleed
  • Host and facilitate monthly community of practice meetings for school nurses which include professional development opportunities.
  • Organize and facilitate both digital and onsite trainings, including those intended to build in-district training capacity. These trainings will include:

Regional implementation of psychologically and physically safe and inclusive learning environments with a particular focus on students who have been historically underserved in the education system

Strategy 1: Safe and Inclusive Learning Environments focused consultation and professional service.

Activities may include, but are not limited to:

  • Translation and Interpretations consultation and services through Linguava
  • Consultation on use of an equity lens to review policies, programs and practices
  • Culturally and linguistically responsive pedagogy consultation
  • Consultation and coaching for district and building attendance teams
  • Support with communication and promotion related to attendance and community engagement
  • Consultation/coaching for front office staff related to parents as partners and school climate

Strategy 2: Safe and Inclusive Learning Environments focused professional learning opportunities.

Activities may include, but are not limited to:

  • Provide full access to 321 Insights Parasharp Professional Learning Series for paraeducators in all districts
  • Ongoing and differentiated learning opportunities for classified staff related to creating safe and inclusive learning environments
  • Professional Learning focused on Interrupting Bias in the School Community and Bias Incident Response
  • Professional learning focused on culturally relevant practices
  • Early Literacy professional learning opportunities, coaching and consultation
  • Professional learning for staff who provide interpretation services in schools
  • Training on attendance processes and protocols to increase calibration and fidelity
  • Use of an equity lens to review policies, programs and practices
  • Best practices in community and family engagement
  • Culturally and linguistically responsive pedagogy training
  • Professional Learning for front office staff related to parents as partners and school climate
  • Related on-demand professional learning opportunities as requests
Strategy 3: Safe and Inclusive Learning Environments focused collaboration opportunities.

Activities may include, but are not limited to:

  • Host monthly community of practice meetings for district personnel focused on attendance
  • Host monthly community of practice meetings for district personnel focused on High School Success activities
  • Liaise between community partners and districts to plan regional community engagement activities

  • Consultation and coaching related to multi tiered systems of support
  • Consultation and coaching related to early literacy
  • Consultation and coaching related to Integrated Plan grant planning, application,implementation and reporting
Strategy 2: Systemic and Sustainable Improvement professional learning opportunities.

Activities may include, but are not limited to:

  • Professional learning opportunities related to implementation of district-specific early indicator warning systems
  • Professional learning opportunities related to multi tiered systems of support
  • Culturally and linguistically responsive pedagogy training
  • Ongoing professional learning, training, and coaching for paraeducators in culturally responsive and trauma informed practices
  • Strategic planning of district and school level SEL framework implementation
  • Professional learning opportunities related to early literacy
Strategy 3: Systemic and Sustainable Improvement collaboration opportunities.

Activities may include, but are not limited to:

  • Hosting a High School Success Improvement Network
  • Hosting a network for leaders from identified CSI/TSI schools
Strategy 4: Support for the systematic use of data in planning and decision making aligned with stated outcomes.

Activities may include, but are not limited to:

“Technical Assistance” means relevant support, guidance, training, research, analysis, and/or policy development provided to school districts within Grantee’s region, including, without limitation: data collection and analysis regarding the implementation of a District Plan and progress towards its stated goals, strategic planning processes on best practices in the use of moneys provided under the Act, equity training, and evaluation supports to measure progress toward performance growth targets and district engagement as identified in the ESD Comprehensive Support Plans.
